Collaboration with EU Member States or Associated States
- Cooperation: this programme supports all types of research activities on identified themes carried out by different research bodies in trans-national cooperation and aims to gain or consolidate leadership in key scientific and technology areas.
- Ideas: this new programme supports investigator-driven ‘frontier research’, within the framework of activities commonly understood as ‘basic research’, the objective being to reinforce excellence, dynamism and creativity in European research.
- People: this programme finances researcher training and mobility as part of ‘Marie Curie Actions’.

- Capacities: this programme supports research infrastructures, research for the benefit of SMEs, regions of knowledge, research potential, coherent development of research policies and international cooperation.

International cooperation as part of the FP7
The FP7, now open to third countries, provides a framework for collaboration with INRA, Each of the four programmes has its specific international section.
- Cooperation: all projects (except security) are open to third countries, certain themes of mutual interest are intended for low-income or middle-income countries known as ICPC countries (International Cooperation Partner Country), these specific actions are called SICA (Specific International Cooperation Actions).
- Ideas: foreign researchers can reply individually to calls for proposals or participate in projects presented by their European colleagues.
- People: certain fellowships, known as Incoming International Fellowships, are intended for third country researchers who seek mobility in Europe, while Outgoing International Fellowships are intended for European researchers seeking mobility outside the European Union. Initial Training Networks for young researchers are also open to candidates from third countries.
- Capacities: the International Cooperation section of this programme involves three instruments:
- INCO-Nets: reinforce the coordination and dialogue platforms between the EU and groups of third countries in targeted regions.
- BILAT Coordination: reinforces the relations between the EU and third countries having a bilateral S&T agreement with the EU.
- ERA-Nets: coordination of national programmes of Member States.
These activities involve institutional rather than individual procedures.
