A research establishment under the joint authority of the Ministries of Agriculture and Research
First set up in 1946, INRA has, since 1984, been a public scientific and technical establishment under the joint authority of the Ministry of Higher Education and Research and the Ministry of Food, Agriculture and Fisheries. These two ministries provide 4/5 of the Institute's budget.
Management of the Institute
INRA is headed by a President, aided by two Deputy Directors General, appointed on the recommendation of the Board of Directors, and five Scientific Directors, whose appointment is recommended by the Scientific Advisory Board. This organisation was implemented by a government decree promulgated on July 15, 2004.
INRA is governed by a Board of Directors, which deliberates on the research strategies and policies adopted by the Institute, its management, activities, funding and programmes. This Board is made up of 25 members, representing the government, professional agricultural organisations, the agri-food industry, consumers and agricultural workers, as well as the Chairman of the Scientific Advisory Board and elected staff representatives.
The role of the Scientific Advisory Board, which reports to the President, is to reflect on and propose scientific and evaluation policies concerning research activities. It is made up of ex officio members, such as the President of INRA and representatives from the relevant ministries, appointed members representing public or private sector research and higher education, and elected members representing INRA scientists.
This management board system is also based on the Institute's 14 research divisions and 19 regional centres, the latter being the principal interlocutors with respect to regional activities. Impetus for research projects arises at both the national level (research divisions) in line with French research strategies, and at the regional level (regional centres).
